Wyoming Freedom Caucus’ ‘Five and Dime’ swiftly passes through House


The Wyoming Freedom Caucus, a group of hard-line Republicans, successfully passed a slate of bills targeting five priorities in the first 10 days of the 2025 general session. Known as the “Five and Dime Plan,” the caucus cleared all hurdles in the House with overwhelming support, with every bill passing with a 2/3 majority or better.

The package of legislation includes bills related to elections, immigration, education, and other issues. Some bills faced significant revisions, but ultimately advanced out of the House after lengthy floor debates. The legislation now moves to the Senate, where its future remains unclear.

One of the top priorities for the Freedom Caucus is a bill requiring proof of residency and U.S. citizenship when registering to vote, aimed at ensuring non-citizens cannot register to vote in Wyoming. The caucus also introduced bills to restrict diversity, equity, and inclusion programming in higher education, ban state investments in environment, social, and governance funds, and provide property tax relief to homeowners.

Despite facing opposition and criticism, the Wyoming Freedom Caucus remains committed to their agenda and willingness to compromise. The passage of these bills marks a significant step in their efforts to make changes in the state of Wyoming based on the mandate they received from voters.
